This is General Joesph Stilwell, also known as 'Uncle Joe' or 'Vinegar Joe', a key figure in the Burma theater of WWII. Stilwell Road (also called Ledo Road) that connects Ledo in India with Kunming in China via Burma was a key supply route for the Allies during WWII.
